[Test infra] More detailed test log is required when RHDH instance is not up/running

      When PR test fails in provisioning an RHDH instance, it needs to provide a more detailed error message and add a comment to the PR itself. Currently, test logs are added only when tests are started but not when failed in starting up the RHDH instance.
