GL pipelines can't install rpms anymore

      Getting errors trying to do rpm installs, so need to move things up into the runner images. 

      Error: Failed to download metadata for repo 'rhel-9-for-x86_64-baseos-rpms': Cannot download repomd.xml: Cannot download repodata/repomd.xml: All mirrors were tried

      So... remove rpm installs from sync-midsteam* scripts to fix this.
