Document new commit message tags to skip PaC pipelineruns

      Users can now skip the pipeline run for a commit by adding any of the following commands in the commit message: "[skip ci]", "[ci skip]",
      "[skip tkn]", and "[tkn skip]". These commands can be present anywhere in the commit message header or body. The pipeline status is shown with a neutral status on the UI.
      GitOps commands (/test, /retest, etc.) will still trigger PipelineRuns regardless of the skip command, allowing users to manually trigger CI when needed.
