Fix the broken links in OpenShift Local documentation.

hi everyone, I was reading https://docs.redhat.com/en/documentation/red_hat_openshift_local/2.5/html/getting_started_guide/installation_gsg#about-usage-data-collection_gsg and there are some broken links in there

In the latest version, https://docs.redhat.com/en/documentation/red_hat_openshift_local/2.42/html/getting_started_guide/installing#about_usage_data_collection the "Configuring usage data collection"  internal link is still broken.

There are also other broken internal links.
