Removal of Fixed Issues and JIRA links from the GitOps 1.9.4, 1.10.2, 1.11.1 releases

This issue is created to track the efforts involved in removing the content from the Fixed Issues section as well as the Jira links in the GitOps 1.9.4, 1.10.2, 1.11.1 releases. The input and permissions for this effort have been discussed in this [Slack thread|https://redhat-internal.slack.com/archives/C01RQH8KQ87/p1711370722119709.] The removal of content from these three release must be added in a PR and reviewed by the required stakeholders to close this task.
