Remove the 1.8 row from the GitOps 1.11.0 release notes compatibility matrix table:

Note: Now that v1.11.0 is out. v1.8 has been EOLed (end of life).

We support the most recent version of OpenShift GitOps and the previous two versions (n-1 and n-2). Older versions are out of support.
