Restructure "using PAC with GitLab" to avoid a multilevel procedure

In  the "Using Pipelines as Code with GitLab" section, at https://docs.openshift.com/pipelines/1.11/pac/using-pipelines-as-code-repos.html#using-pipelines-as-code-with-gitlab_using-pipelines-as-code-repos , the procedure confusingly goes about 4 levels deep.

We need to restructure it, possibly into several procedures, to keep it, ideally, to just two levels, as per https://www.ibm.com/docs/en/ibm-style?topic=format-procedures#writing-steps
