Pipelines as Code introduces the capability to add remote tasks on remote Pipeline, allowing to share a remote Pipeline across multiple repositories.Users can override tasks from the remote pipeline by adding a task with the same name.

It would be helpful if we could declare pipeline as code annotations in a pipeline spec or remote pipeline reference. Annotations from the PipelineRun would be merged with the annotations in the Pipeline. If the same annotation is declared in the PipelineRun, then the PipelineRun annotation would override what is defined in the pipeline spec in the final merged object.
