In the Pipelines docs, the tkn download location has a hardcoded version number, leading to recurring tasks like RHDEVDOCS-5452 ; for 1.12 the PR for that task was not merged because of the standalone changeover.

In this task I plan to change the links to use a variable instead, removing the requirement for the existing recurring task. Instead, we will need to verify the new locations when GA is out, which is a smaller recurring task as it does not require a review cycle.
