In the current version of the logging assembly, only Kibana is covered, CLI is not, As a result, when adding information about setting log levels, we ended up adding it to the CLI reference even though the setting itself is not CLI. To fix this, we need to add CLI logging information to the logging assembly and then move the log level setting to that assembly.
