While Io was working on a shallow restructure for the standalone Pipelines repository, rhn-support-srr reviwed the restructure pull request and found a number of significant issues in existing Pipelines-as-Code content. This content shows as new in that PR only because I split up the PAC assembly, and many issues that she correctly pointed out were out of scope for the restructure effort as they require separate review cycles. 

We need to fix the issues in the 1.13 timeframe as 1.12 is likely not feasible but they should not be left there a long time.
