Improve the Jira RN tracker so that:

1. It is more user-friendly even for writers working on RN.
2. Same list of section headings as in the release notes publication.
3. Same order of release note items as in the release notes publication.
4. Give SMEs a better user experience, so that SMEs like Mario and Dmytro can use it on their own:

1. 1. Correctly select one release, for example, the upcoming release.
   2. See the list of release notes candidates.
   3. See the progress on each of them, whether it's Proposed, In Progress, or Done.
