How would we advise our customers to use gitops repositories to apply/deploy configurations/applications to single cluster?

Which one of these approaches make sense under what scenarios?

• A single gitops repository and using kustomize as a "template" approach to apply changes.
• no opinion to directory sttructure
• list of cluster configurations (e.g. image registry)
