To update the matrix table with a Pipeline 1.7 entry in OCP-4.9 and verify the RN content

The matrix table does not have an entry for Pipelines 1.7: https://docs.openshift.com/container-platform/4.9/cicd/pipelines/op-release-notes.html#compatibility-support-matrix_op-release-notes, but the TOC includes the Pipelines 1.7 RN.

So, the matrix table needs to be updated with a 1.7 entry and check the content which needs to be cherrypicked

The scope is to make the matrix table consistent and correct. Also, need to cherrypick pipelines 1.8, 1.8.1, and 1.8.2 RNs to entrprise-4.10 manually
