Description of problem:
Red Hat documentation for the applications in non-control plane namespaces as fpund in the GitOps 1.7.0 release notes are inaccurate (specifically the disclaimer) and should be updated

Actual results:
Current docs read:
"With this update, applications can be created in any namespace in the same cluster and still managed by the same control-plane’s ArgoCD instance. This is done by adding a new label argocd.argoproj.io/managed-by-cluster-argocd to the namespace added in spec.sourceNamespaces of the Argo CD custom resource."
The disclaimer that follows reads:

Expected results:
Some corrections:
users don't need to apply the " argocd.argoproj.io/managed-by-cluster-argocd" label to a namespace themselves. This is handled by the operator.
Admins need to add the namespace to `.spec.sourceNamespaces` for a cluster-scoped Argo CD instance that will manage the application. Admins also need to add this namespace to `.spec.sourceNamespaces` of the AppProject that is associated with the application
The disclaimer should instead read
"Argo CD Applications in non-control plane namespaces is a Technology Preview feature only"
