Fix usage of 'idle' as a verb used instead of the verb 'stop'

      If I understand correctly, idle == inactive. But, in Che, we use idled as a synonym for stopped.
      _For example, here https://www.eclipse.org/che/docs/stable/administration-guide/checluster-custom-resource-fields-reference/_
      it's mentioned workspace will be idled if there is no activity
      Which sounds really odd to me.
      Shouldn't the meaning be like: A workspace is already idle (inactive) for some time and that's why it's going to be stopped.
      or something like "A workspace is idle before it's eligible for stopping"
