Doc: Allow admins to define pre-pinned resources on Dev navigation

Background: 

• Listen to epic exploration recording
• Reference epic exploration miro

Scoping: 

• Epic involves cluster configuration update to customize navigation (rearrange, hide, etc) options from the navigation in developer perspective.
• Doc update will be needed to Customizing the web console
  • In this topic, update "Customizing a perspective using form view" section  to include customizations for navigation for the dev perspective. This section already defines how to navigate to this area of the console. Once you are in the Custer configuration area of the console, the navigation customzations options will be added to General tab or potentially another view. Verify with development final location.
