[Recurring] Update documentation for installing tkn on Linux/MacOS/Windows for Pipelines 1.8.1

      Update the documentation for https://docs.openshift.com/container-platform/latest/cli_reference/tkn_cli/installing-tkn.html in every release cycle. 
      The  steps are mostly similar, but the versions of the binaries keeps on changing. 

      Pipelines Component Matrix should contain latest version. However, check with dev/qe for the appropriate version.
