    Description

      Goal

      As an admin, I want to provide and maintain a set of pipeline templates that can be imported and used within the app dev team's pipelines so that I can centralize providing best practises or building blocks for app dev teams. The use-case in this epic is separation of concerns between pipeline author and pipeline consumer in a way that pipeline author can roll out updates to pipeline consumers and consumers cannot modify the pipeline template
