Goal
As an admin, I want to use an external highly-available database (e.g. CrunchyDB) with Tekton Hub so that I don't have to own the operational management of the databases used with Tekton Hub.
Acceptance Criteria
- Admin can specify the coordinates of an external database to be used by Tekton Hub
- Admin can disable the default Tekton Hub database deployed by the opreator
- Docs exist on what data should get migrated from the internal postgresql database to the external database
