After upgrading to openshift 4.9.40 any person that didn't have a cluster-admin role but was part of the cluster-reader clusterRole suddenly lost access to alertmanager and got 403/404 errors.
No mention in all the release notes for 4.9 about changes to alertmanager permissions.
This is a breaking change for CU, it must be documented ASAP
