Description
Update the release notes for OpenShift Logging 5.4
Include link to the Logging section of the OCP life cycle page in lieu of references to supported versions/the support matrix. https://access.redhat.com/support/policy/updates/openshift#logging
Please note: TWO separate bugs are related to this PR. The linked BZ https://bugzilla.redhat.com/show_bug.cgi?id=2074331 as well as the linked Jira issue RHDEVDOCS-3976. These two bugs report the absence of information for OCP 4.10's supported version of Logging. This will be resolved by removing the out of date support info and replacing with a link to the OCP life cycle page.
