This makes sense as without that a user can not realistically start using GitOps also the introduction in the Installation says:
This guide explains how to install the Red Hat OpenShift GitOps Operator to an OpenShift Container Platform cluster and logging in to the Argo CD instance.
In the configuring section: https://docs.openshift.com/container-platform/4.7/cicd/gitops/configuring_argo_cd_to_recursively_sync_a_git_repository_with_your_application/configuring-an-openshift-cluster-by-deploying-an-application-with-cluster-configurations.html add 'logged into ArgoCD instance' as a prerequisite.
