1 Construct a URL in form of CHE_HOST/f?url=GITHUB_REPO_URL&policies.create=peruser

2 Open it (a workspace is created and STARTING).

3 Open again link from a, and check that the existing workspace is used instead of creating a new one.

4 Wait until it’s RUNNING.

5 Open link again, the RUNNING workspace is opened
