The `system-variables.adoc`file is generated by `tools/enviromnent_docs_gen.sh`.
We should make sure all of our workflows, upstream and downstream generate this file properly, by executing the `tools/enviromnent_docs_gen.sh` before executing Jekyll.
Downstream, the execution should happen before attributes substitutions.
