Issue description:

Using this story to capture for Docs what is likely needed in terms of Go Toolset documentation changes to cover the addition of the Delve debugger in RHEL 8.2.0.

Derek Parker, Go Toolset maintainer and author of Delve, can provide the necessary information. Only a small amount of documentation is needed: announcing the addition of Delve in the release notes, probably a simple example of using Delve to debug a hello world Go application and a pointer to the official Delve documentation should be sufficient.
