Now that we've added the search tab to the help panel we should enable it in stage for testing. It should only appear in preview mode.

The unleash flag is: platform.chrome.help-panel_search

NOTE: We will need to change the search tab to be the default tab instead of the Learn tab. We will probably need to also change the name of the `My support cases` tab to just `Support` to fit the additional tab.
