Chrome's drawer will not open after page idle.

Here's the steps to reproduce the issue:

1. Open Chrome's drawer
2. Let it stay open and idle for 5-10+ minutes, or until the page automatically refreshes and closes the drawer
3. Try to re-open the drawer after the refresh

Expected Behavior:

• The drawer should open after automatically closing. 

Actual Behavior:

• Nothing happens. The drawer does not open.
