Add hccp01ue1 deployment target following the SOP.

Tasks

• Follow SOP deployment target section
• Update data/services/insights/quickstarts/deploy.yml
• Add new target referencing hccp01ue1-quickstarts-prod.yml namespace
• Use same ref/SHA as crcp01ue1 target (same version for both clusters)
• Copy parameters from crcp01ue1 target

Acceptance Criteria

• Deployment target added per SOP
• Configuration verified against production requirements
