Tasks can not  be displayed with Error 431

Steps to Reproduce

1. Click Automation Toolkit-> Tasks-> chose one task and click "Select systems"

clear the cookies, there are still some tasks have this issue
such as tasks "Pre-conversion analysis for converting to RHEL (stage)"  and "Initiate update of image mode for RHEL host"
From the customer side, even when the cookies need to clear , please display the detailed message " please clear your cookies and login again" not the Error 431 code

Actual Behavior

Tasks can not  be displayed with Error 431

Expected Behavior

Tasks should be displayed well
