Chrome containers serve are injected a operated generated fed-modules file at runtime that is key to the site running. When the valpop init container is run for chrome, that file is not being added.

Either find a way to push the operator generated fedmods file to s3 from the chrome init container or add it to the new frontend-config repo

Without this and the other frontend-config changes we cannot remove the old cluster.
