User Access Principal viewers have no access to Overview or Users & Groups on stage-preview

      A user with the User Access Principal Viewer role that is not an org admin should have granular permissions for the Users and Groups page in the updated RBAC UI navigation seen on stage-preview. Currently, the user can see the navigation item for Users and Groups but gets a general "You do not have access to this page" message. They also get a similar message for the overview page.
