Similar to what we did in rbac-ui, we should enable playwright in learning-resources to test our e2e functionality for the help panel. This should only touch help panel-related components in learning-resources for the time being. Similar to setting up storybook, this should involve adding playwright to the repo and setting up all the npm scripts (see the rbac-ui for help with the seeding).
