In Kessel Phase 1 enabled ephemeral environments, we are always getting HTTP 403 on all Inventory API requests, even with an org admin user. lpichler@redhat.com found out that it is caused by a missing RBAC consumer.

To reproduce this, just run "./deploy.sh deploy_with_hbi_demo" command from the insights-service-deployer repository.
