Goal

The goal is to merge the inventory-api and relations-api services. Specifically, we will merge the existing relations-api functionality and code into the inventory-api repository and replace the existing dual service operational configuration with a single combined service in stage and production. See KSL-38: Merging Inventory API and Relations API and the parent feature for the context.

Where any services other than inventory-api consume the relations-api API today, in future they will consume the equivalent inventory-api API.

Definition of done

The new combined service has been deployed to production for a couple of days and nobody noticed. (Or someone noticed something and we fixed the something.)
