Fix styling of help panel background

      For a few weeks (I'm not sure how long this has been around but it wasn't like this for M2), the background of the help panel has become broken especially when scrolling.

      The top of the background has a white line between the header and the panel.

       

      When scrolling, the grey on the left side breaks and cuts to white
