Problem Statement

In the Roles table, we need to indicate to the UI that a particular role is editable or not, based on 2 factors.

1. Role type - Custom roles are editable via the UI, from the Roles table. But seeded roles and platform roles are not editable via the UI.
2. Access -  A customer should only be able to edit roles that they have access to. 

Acceptance Criteria

• Compare and contrast options available to design this in Role APIs
• Make the update to the Role API spec. Implementation can be a separate story.
