Update Check to do minimize_latency by default, instead of consistency_token lookup

 
The reasons are: * to make the default give the highest quality of service (if it doesnt cause issues for the use case, that is the best of all worlds)

• inventory managed consistency tokens are still unproven and have gaps across the API that make me doubt the semantics are sound & sustainable
