[sources][tech-debt] refactor superkey kafka message producer code

      The sources api service code that sends the kafka message to the superkey-worker needs to be refactored so that the kafka producer is reused (not created / destroyed on each call). This is what is causing the messages to all get sent to the same kafka partition.
