When the user arrives at https://console.redhat.com/settings/notifications/user-preferences?bundle=openshift&app=cluster-manager directly from a link that includes the bundle and app query parameters, the Deselect all button is not disabled as it should be. As a result, users may think they have successfully disabled these notifications, which are in fact immutable.
h2. Steps to reach this UI without reproducing
1. From the landing page, click on the settings cog ⚙️, then on Notifications
2. In the left nav, click on Notification Preferences
3. In the list of services, select Cluster Manager under the OpenShift section
Steps to reproduce
Setup
1. Click this link, which has the bundle and app query parameters baked into it
Expected result
The Deselect all button is disabled along with the checkboxes for all the relevant notifications; clicking the button has no effect.
Actual result
The checkboxes for all the relevant notifications are disabled, but the Deselect all button is not disabled; clicking the button deselects the disabled checkboxes, and clicking the Save button afterward gives the incorrect impression that the user successfully disabled these notifications.
