As part of fixing RHCLOUD-43541, this PR will introduce a new user_available field to cross-account pagination request responses that is true if the subject of the CAR is available (and the first_name, last_name, and email fields are present) and false otherwise (and the fields are absent). The cross-account request UI should be updated to check for this and handle the absence case gracefully.
