With Inventory API DB having more hosts than HBI's source database – how can we capture what hosts should be removed so HBI can submit events for those missing deletes

The goal is to provide HBI with a list of hosts that have been created since the migration and have not received a delete event. They can compare them against their DB, any hosts that should be deleted, they can write to outbox to replicate the change down and sync up Inventory API with correct info
