Problem

Current State

Required Action

Review the file and either remove the commented reference if no longer needed, or plan migration to RPA-compliant images if this reference becomes active.

Expected Outcome

    Clowder service has no references to redhat-user-workload images
    Services maintain current functionality

    Confirm no active redhat-user-workload references remain
