Steps to reproduce:
1. Login to c.rh.c
2. Navigate to Integrations via the settings dropdown
3. From the overview page, click to create an integration.
4. Select "Communications"
5. In the communications integration wizard select Email and hit next. Enter a name and hit next.

Expected results:
1-4. -
5. The user access groups table within the wizard loads as expected

Actual results:
1-4. -
5. The user access groups table does not load. No API call seems to be made here.
