1. New NPM package created/bootstrapped
2. Utilizes typescript and React
3. Can simply export a hello world hook and associated type for now
4. Supports publishing to NPM
5. Has a basic unit test/component for hello world export
6. Build/test/publish run in the PR/push pipeline
7. README created with how to run the above

TBD - we can either reuse a current repo (such as frontend-components) or create a new repo for this SDK. The plan is this SDK will be used outside of HCC eventually in multiple products
