Description of Problem

Documentation on developer hub https://inscope.corp.redhat.com/docs/default/component/clowder/providers/kafka/#clowdapp-configuration suggests new kafka topic can be created by updating clowdapp configuration (colwdapp.yaml). In reality new topic has to be requsted by updating Kafka Topic Template at  https://github.com/RedHatInsights/platform-mq/tree/master/helm .

Update documentation to reflect current situation.
