Report insights-chrome E2E UI test results to Ibutsu

      To track test execution, we should report our test results to Ibutsu.

      When insights-chrome e2e ui tests complete, the test results are uploaded to Ibutsu.

      If I have the ID of a test run or another unique identifier, I should be able to find the test results in the Ibutsu UI.
