Implement the cursor pagination required by the role binding api.

Acceptance Criteria

  Pagination Behavior
  - Default page size = 10 results
  - page_size param works (1-1000)
  - page_size > 1000 → capped at 1000
  - Results ordered by -modified (most recent first)
  - Response includes pagination metadata and next/previous links

  Cursor Navigation
  - First request returns valid cursor for next page
  - Using cursor param returns correct next page
  - Can paginate through full result set
  - Invalid cursor → 400 or appropriate error

  - Empty results → no cursor/links returned
  - Fewer results than page size → no next link
  - Last page → no next link
  - First page → no previous link

  Response Structure
  - Contains meta with pagination info
  - Contains links with next/previous URLs
  - Contains data array with results matching api specification
