Steps to reproduce

Setup

1. Log in to HCC as an org admin user
2. Navigate to /iam/user-access/Users
3. In table toolbar, click filter drop down and choose Status.
4. in Filter by status drop down, choose Inactive. 

Expected result

Only users with inactive status remain in the list.

Actual result

The list doesn't change. Active users remain in the list.
