In the create role wizard, on the 2nd step (Add permissions) of creating a role from scratch, filtering by application does nothing.

Steps to reproduce
1. Login to c.rh.c
2. Go to User Access > Roles
3. Click "Create role" button
4. Name the role whatever you want and click Next
5. On the permissions step, choose an application from the dropdown to filter by

Expected results
